everything you're describing is symptomatic of a preatty basic problem - the same things are hapening in other states, and to other areas... whoever becomes president should address the problems of the entire nation, instead of the problems of just those areas whose electoral votes he needs to win -
Dr Peiser has just circulated to the Cambridge Conference a study of this problem in terms of the providing of disaster relief, and the results are not pretty...
If your proposition is limited to the allocation of electoral college votes, then it could hold, and to good effect. The other problem you mention, outside money in local elections, might stop if your electoral college scheme was adopted - it should not be part of the proposition, but should be a separate one, so that if it is struck down by the courts, the electoral college provision will be left standing...
minimally, and with good luck, 2 years from now every state may be considering similar legislation
