"So, is Kerry a liar or just incompetent? "
What about Clinton, he bombed Iraq, and Kofi Annan said it was legal, without first going to the UN and with Coalition of two [US and UK]. Who was the executive in charge of the CIA for 8 *critical* years during which determining whether or not Saddam had WMD? Who made the countries in the Middle East so gun shy regarding Iraq. Why were the arabs leaders so fearful that the US [and coalition] wouldn't do what was actually needed to get Saddam out of power?
The President affects foreign policy. Bureaucracies are never nimble- it takes correct and steady leadership to make improvements in large bureaucracy. The leader of a huge organizations *require* good management skill [that's why they get the big bucks]. Clinton didn't have a good grasp of importance of CIA nor did manage foreign affairs with any high degree of skill. And Clinton has more political skill and better experience and talent with dealing with large organizations than Kerry.
Kerry is both a liar and incompetent- the Dems probably have at least a few dozen leaders which would lead better than Kerry.
Now, what does anyone think would be Kerry's mandate if he was elected? All Kerry has is he is the ham sandwich which the Dems want to replace Bush. There is no way that Kerry is going to get a govt universial health care. It's about as realistic as trying to pass Kyoto treaty. The only thing good about Kerry is he would probably weaken federal power- which is a good thing, though in a middle of a war, it's not a good time for it.
