Only Fox knows for sure, but it sure sounds like computer-generated text to me.
One of my neighbors is from Australia by way of Florida, and the voice recognition programs that the Pennsylvania Dept of Transportation uses will absolutely not recognize the way she enunciates numbers.
I wonder if Fox knows they have a little quality control problem. If they have issues, probably other networks have similar problems. The deaf deserve better service than this, especially since, as we age, quite a few of us will be joining them in the "hard of hearing" category.
Sounds like a graduation project in Electronic Media Arts & Communication to me...
