Initially they reduced production. I'm pretty sure they started increasing exports later in their regime for much needed cash, but I don't remember the details. I think they had no problems with subverting infidels to raise cash for Osama, but thats a vague memory. A simple solution would be for you to supply a link to the actual production data you base your certainty on.
