Stalin didn't shoot tens of millions of people- he rounded them up and put them in concentration camps and worked them to death. Cold weather did more of the killing rather than bullets.
By the way the easier way to get 90% of the vote is election fraud- after all, it was fighting a very powerful imperialistic country, it couldn't allow the masses to make real decisions.
