Where do you seeing certainty in what I wrote? I remember the state department asking them to stop production and they reduced it. By means I'm sure we don't want details on. A bit like sausage making with humans for meat.

We tolerate many really bad regimes because we don't have the man power to end them or we have use for them and if we did end them by force I suspect we would simple replace them with us as the bad actor. The old quotes about absolute power are true.
