I don't think Kerry meant that it was "totally" outsourced.

Obviously, it wasn't. Why did he make it seem that it was? Yes, there's a race for the White House, but.... facts would certainly help.

But certainly it was outsourced enough to let the bad guys (LOTS OF THEM) get away.

Guantanamo seems pretty full and some have already faced trials.
