More warheads per missile? So what! Probably prohibited by agreement with USA.
Decoys, etc? So what! Nobody has an ABM system anyway, so decoys are useless.
Frankly, I think it is hype, like the Sego Human Individual Transporter (SHIT), the electric scooter that costs umpteen thousand dollars and doesn't do anything special.
