Proxmire was famous for his "Golden Fleece Awards"...

given for examples of wasteful government spending (at least, in his view). Proxmire believed that SETI was a waste of money, so he got it outlawed to use taxpayer money for it. It didn't take a religious movement - just convincing others that the money would be better spent elsewhere.
