I suspect that the abstract was actually written by the Russian scientists since HEND is actually a Russian instrument. Boynton is a lead for the gamma ray portion of the GRS instrument suite on Mars Odyssey.
However, I would presume he agrees with its conclusions. Since the gamma ray portion also has observed seasonal variations in water content.
