My job in the military was the training of Iranian troops to fly jets. At that time our government held the Iranian "psychotic totalitarian rulers of that particular despotic country" (slight paraphrasing of your quote) were good guys and should have access to our technology.
Now the situation has changed and we are no longer going to let them play with our toys--even though we have furnished them with a goodly number of them.
