It is 'destabilizing' so it is not just a spy surveillance device.
It is either a space based orbital weapon for use against bad guy satellites or threats to our satellites, or it is a space based weapon system that can call down the wrath of Uncle Sam on earth based targets. I doubt if it can do both, due to tracking, aiming and weapon requirements for the differing missions. I doubt if it is any kind of manned vehicle, and I doubt if it can go up all the way to GSO, but it may have a lot of delta V to scoot around and to go into differing orbits.
But if it has a breakthrough beam or laser device, it may have range enough that if the target is above the horizon (for a space-to-space 'S2S' mission) it can pop it. If is a space-to-ground 'S2G' mission, it will need to move over more of the earth's surface, or the individual units need to be cheap, if it is to cover very many targets.
