JIMO (Jupiter Icy Moons Orbiter) has always had a funny smell about it. I suspect there is a hidden agenda attached to its nuclear technology, probably of a military nature. However JIMO's nuclear reactor is only rated at about 60 kilowatts. That's not enough to drive a military laser. Some sort of space zapper is probably a gleam in somebody's eye but I don't think it is near term. JIMO's hidden agenda is to make space nuclear power politically respectable. Space zappers come after that happens. This recent mysterous space related project is probably something much more prosaic like a big and expensive Synthetic Aperature Radar.
