Type 0 civilizations can not use the power of an entire planet.
Type I civilizations use the power of an entire planet.
Type II civilizations use the power of an entire star.
Type III civilizations use the power of an entire galaxy.

I suspect there are no Type II and III civilizations in the universe. I don't think a Dyson Sphere type civilization is feasible or even desireable. The energy required to transport a world's entire population to another star system would be less than required to make a Dyson Sphere.

I suspect the following civilization scale is more practical:

Type 0.0 civilizations are preliterate but do not have urban areas
Type 0.1 civilizations are preliterate but do have urban areas
Type 1.0 civilizations work metal but not smelt steel
Type 1.1 civilizations smelt steel
Type 2.0 civilizations use steam power
Type 2.1 civilizations use electricity
Type 2.2 civilizations use internal combustion engines
Type 3.0 civilizations use heavier than air flight
Type 3.1 civilizations use nuclear fission
Type 3.2 civilizations use ballistic missiles
Type 3.3 civilizations use nuclear fusion for weapons only
Type 3.4 civilizations use supersonic flight
Type 3.5 civilizations use digitial electronics technology
Type 3.6 civilizations use hypersonic vehicles
Type 4.0 civilizations orbit objects around their origin planet
Type 4.1 civilizations orbit themselves around their origin planet
Type 4.2 civilizations send objects to other local worlds
