How big does a radio telescope have to be?

How big does a radio telescope have to be to pickup ET's RF leakage? Does mother nature even permit it, i.e. would ET's signal be weaker than the quantum background noise?

I've always believed that assuming ET was beaming a signal at us was nuts. What's so special about our Sun that ET would waste the time and energy to beam a signal at it?
