I think the idea is more that other civilizations could be beaming a "hello, we're here, here's how to get more info from us" signal in all directions, or perhaps targeted to a large number of potential star systems. I don't think anybody expects to detect any response from the signals we've sent out yet, though that would be very interesting if it happened...
