The existence of a difference between a criminal act and national and international warfare.
Following your specious example, the US would be guilty of mugging Iraq.
And do keep in mind that what you perjoritively call a cliche' is part of the training and instruction in the US Military academies. This is a paraphrase of Karl von Clausewicz' "War is a continuation of politics by other means."
If you think that is a "crappy cliche'" I am afraid that says more about you than about the concept. All ring knockers have had this indocrination and is part of the common training of the entire military leadership of this country. But then, perhaps you had in mind to question the intelligence of all members of the US military, except of course preznit Bush.
Gee fella, I had hopes you were growing up since I haven't seen a "buttmonkey" out of you for some time. Now comes "crappy cliches."
If you don't exclude merit in economic development and rewards system, why are you excluding it conceptually?
