Japan was going to use their giant I-400 class submarine aircraft carriers (each carried 3 high speed airplanes) to drop a dirty bomb on San Francisco. The radioactive material was on board a German submarine that was on it's way to Japan but surrendered after VE Day.
Personally, I take the Japanese dirty bomb with a grain of salt. It is known that these subs were sent on a mission to attack the Panama Canel but that was cancelled because there were already thousands of American ships in the Pacific. Instead, they were directed to attack instead American naval forces at Ulithi Atoll. However, the war ended just as they were about to reach the attack launch point.
A little info on the Japanese nuclear weapon project is available here, including a link to the U-234 submarine that was carrying 2 tons of uranium for Japan.
