Leap Seconds

With all the fluctuations of earth's environment and from daily plotting it seems a hard case to pinpoint an earthquake as the reason for an increase in rotation, but we are in a time where we are not adding leap seconds.

Some interesting information on a Goggle of Leap Seconds from USNO.

For a quick explanation Wikipedia with links is worthwhile.

So far we have only added leap seconds to be in time with mean solar time and are currently in the longest stretch without adding a leap second and they are not adding a leap second in July 05 (upcoming events).
