The handsign is usually flashed by inebriated college students, followed by 'WHOOO-OO!!!" AND THEN "Hook 'em Horns!!!!"

I do not find it at all odd that a former Texas govenor would flash the sign to appeal to texans... I am sure the wonderfull Ann Richards (Former democratic Govenor of Texas and the one that said George senior was 'born with a silver foot in his mouth') probably also flashed the same sign...
