How about considering subaqueous eruption?
This would go a long way toward explaining the extensive alteration, especially at the top of the beds. The nodular erosional forms are somewhat reminiscent of pillow structures. On the negative side, one would expect small crystal size, but some larger crystals could form prior to eruption.
