re: Federal country

A philosophy of individual rights, or a philosophy of collectivism.
Black or white? That's what adolescents believe.
Luckily, universities expand our views.

Belgium, a 175 year old centralized country has become a federal country for the past 25 years.
This because of cultural and economical differences. It took a long time (from 1968 to 1980) to gradually change its constitution, its institutions and habits (well, I don't really feel the difference). When I was a law student, I learned that these changes had all to do with deciding who was competent for what and where.
Some decisions have an international flavor, others are national, others are regional or within a province or a city.
It is not to crush the citizens. If it did, consumer organisms, onbudsmen, unions, elections would change the direction it took.
