Others have debunked the 40% BS propaganda so I'll just show how to begin to fix health care.
Step 1: Health care is too heavily 'subsidized' by employers. People don't see the cost so they tend to treat the resourse as if it were infinite and didn't cost them. If instead you paid your health insurance costs out of your own paycheck, people would take a more active interest and shop around. Market effects would enter the picture as the better Drs associations got more customers. In the ideal world, companies would in return for not paying the majority of your health ins plan bill pay you more salary and you would pay for your health ins. Most professions have their employer effectively hiding the costs by paying 80% or whatever of the health insurance bill.
