Does the thought occur that, perhaps, Saddam wanted the reports to say that he had something that he didn't actually have to bolster his neighborhood image as a big USA-defying bad boy?
Think about this from Saddam's point of view: I'm was already in the doghouse with the US, and I don't believe they'll invade. My country is a mess, disarmed and basically powerless. My only source of respect from other nations [for "respect", read: cowering fear of the biggest bully in the region, which passes for respect in his neighborhood] is the possibility of me having WMD. So let's bribe someone to say that I have them.
This explains the attempted bribe and also explains the utter lack of any WMD that have up to this point not been discovered.

If the honest inspector turned down the money, why have we no report that documents WMD?
