It will cost the taxpayers tens of billions of dollars,
but that's NASA economics for you.

Then maybe, just maybe, NASA and the govt and the taxpayer shouldn't be the ones doing it. If it's feasible, private money and the power industry should and will do it. If not economically feasible, it won't happen.
