Try reading the report

Imagine that Bowser, I don't have to find all those old links.
From the report:

While the intelligence services of many other nations also thought that Iraq had weapons of mass destruction, in the end it was the United States that put its credibility on the line, making this one of the most public—and most damaging—intelligence failures in recent American history.

Who's lacking intelligence?

Gee, the report knocks down your conspricy theory too:
Finally, we closely examined the possibility that intelligence analysts were pressured by policymakers to change their judgments about Iraq’s nuclear, biological, and chemical weapons programs. The analysts who worked Iraqi weapons issues universally agreed that in no instance did political pressure cause them to skew or alter any of their analytical judgments.

More from the report:
Three final notes before proceeding. First, our main tasks were to find out how the Intelligence Community erred in Iraq and to recommend changes to avoid such errors in the future. This is a task that often lends itself to hubris and to second-guessing, and we have been humbled by the difficult judgments that had to be made about Iraq and its weapons programs.

You don't want to discuss the report you just want to insert your continued *empty rhetoric*. Amazing how you can get off topic.
