My wife owns a 1996 a Saturn SL-1 and it has excellent mileage. I just looked it up on http://www.fueleconomy.gov . That website claims the 1996 Saturn SL-1 has a top freeway mileage of 40 mpg. I've measured about 34 mpg for our car but it has a zillion miles on it.
Our car has a single overhead cam and a 5-speed manual transmission. That configuration has the lowest purchase cost for a Saturn and provides the best fuel economy. For total cost of ownership I would say a car like my wife's Saturn beats most hybrids.
Rumor has it, if you want extreme fuel economy then you should go for a turbocharged VW diesel. Supposably they're illegal to purchase in California due to air pollution issues. A friend of mine bought one in Oregon and then had its PCM reprogrammed for performance. Supposably his car still gets ridiculous mileage and goes like the wind (too bad it's illegal).
