What do we DO after we GOTO MARS?

I mean, if APOLLO was a barometer on public and corporate opinion, we made a quick trip to the moon and 36 yrs later, no bases or any way to exploit it's resources. Spending billions on a trip to Mars and then languish in 40 yrs of in-activity to return again seems no way to conduct a space program. Any ideas, anyone?
