We build up infrastructure
to insure we never again lose the ability to travel beyond LEO. Nasa should put all needed infrastructure in place by 2050 to allow us access to any point in the inner solar system. Once that is accomplished, begin work on large space based nuclear powered ships to give us access to the outer solar system. These ships could berth at a next generation space station, which would serve as a shipyard and homeport.
