"George Bush said he still had hundreds of tons of these weapons when the war started in March of 2003."
I suppose you have a reference supporting this assertion?
"Two years later, nearly 1,600 American soldiers have died and no WMDs were found."
The cease fire agreement in regards to section regarding WMD were not followed by Saddam Hussien's regime. Evidence that Saddam Hussien was violating these terms was found. The cease fire agreement was not only about stockpiles and quanities of stockpiles as you seem to suggest- for instance the capacity to make WMD was also limited by cease fire agreement. In addition because of actions taken by Saddam Hussien the process of the UN attempting to verify that Saddam Hussien's regime was in compliance with the cease fire agreement was unneccesarily delayed and greatly added to making a already difficult task more difficult. And there was a considerable degree of uncertainty that UN inspectors could ever get to the point of being able to verify that Saddam Hussien's regime had complied with the cease fire agreement.
The simple fact is that after 12 years the UN could not complete it's mandate. At no point could the UN inspector say that Saddam's regime was fully cooperating with the UN inspectors. Now it is true that with tens of thousand of US force poised at his borders, Saddam was cooperating more than had, and under these condition it might have been possible for the UN inspectors to be able to draw some firm conclusions after a year or two.
And perhaps Donald and others thought this was acceptable. If Donald was the US president he may have ordered the US miltary which was building ground force of over 100,000 to camp out in the desert for a year or two.
Rather than have situation in which UN could verify that Saddam's regime had complied with the cease fire agreement, so that a reasonable number of countries could be satified that the agreement had be followed. You had the complete opposite, no countries could have any degree of confidence that Saddam's regime had complied- in fact all members of the UN security council were confident that Saddam had not complied to the cease fire agreement [and as it turned out they were correct, btw]. The only *real* question by the security council members is what should be done about Saddam's non-compliance.
