the real political reason for not cancelling ISS/Shuttle now

Politically-powerful constituencies and politicians in Florida and Texas get lots of money from the NASA manned program pork barrel, and they won't let that $5 billion a year get cut off even temporarily.

Until the next Shuttle blows up, NASA's manned effort will continue creaking onwards, doing absolutely nothing.
