Actually place the engines under the ET and not to the side. Turn the ET into the launch vehicle. By placing the cargo on top, as many SRBs could be placed around the ET as needed. For oversized loads such as large 1 module space stations, they could be placed on the side of the ET for launch. Basically, an American Energia type launcher made from shuttle components.
