Why wouldn't Saddam get this stuff from the Soviets, French, or the pals the Syrian. Do you think the Soviet had some kind of shortage of these things. Americans had the cheaper prices? That America just had this irrational desire to give some tinhorn dictator something to was illegal?

How would the WMD in the US get to Iraq? Does the president have special hotline for this. Are only space aliens involved with this process so no evidence can ever be found?
The problem with the real world is it's hard to keep secrets. Orders are given to people. Things have to be shipped. People are nosy. People like to tell secrets. It doesn't require any brains to tell a reporter something and not be caught for exposing something classify- especial something like this.
