Lindy, the problem is when nations have governments that support the terrorists. Their police departments, military, and security forces are actually on the terrorist's side. Then there is no alternative to military action. You might argue about Iraq, but nobody can argue that this was the case for Afghanistan.

We don't need to invade countries like France, where terrorists have been found and arrested, because France and its security forces have been fully cooperating in capturing them. European countries may be against the war in Iraq, but they have been fully participating in police actions, financial tracking, and other anti-terror activities that are also a critical part of the war on terror. Same is true of most other civilized nations.
