IF it's a crime, there's a prosecutor already on the job. But I suspect that if there was actually any certainty about Rove doing the hoped-for "frog march," the Left wouldn't be screaming at the White House for his head right now.
I'm impressed by the Left's sudden amazing concern for CIA operations, national security, and the release of classified information. For fun, Google "leaked" along with memo" or "classified document." The Left's reluctance to see classified information spread around seems to inversely related to the amount of political advantage to be had from it.
