Why not build a shuttle derived HLLV patterned after the Energia launch system. Such a system would have the lifting power to send men back to the Moon and to Mars and beyond. It would also be able to put a 2nd generation Buran style shuttle into orbit for LEO construction missions. The shuttle is useful and can do jobs no other spacecraft can, but its fault lies in the fact that it is also the launch system. Take the engines off of the orbiter and place them under the ET, thus separating the launcher from the shuttle vehicle. This approach would give us a tremendously flexible and useful system for expanding into the solar system.
We could also create a manned capsule/unmanned supply craft for launch on SRB "stick" type launchers for use with space stations in LEO.
