"In the context of cooking the hydrated rock or surface ice to make hydrogen, it should be remembered that people would mine lunar hydrogen in order to save the energy required to transport the hydrogen from the Earth. The key phrase is "save the energy". I'm extremely skeptical that any energy saving can be achieved from using lunar resources versus using an asteroid resource or going directly to Mars."
I don't think "save the energy" is the key phrase. I think key phrase is "find a market". Another thing is with lunar water is you get Hydrogen and Oxygen, so if you compare the energy required include the Oxygen and the tankage- and everything else needed to get this from earth. I think if did this you what find that energy needed to cause water to turn to gas in a vaccum and the energy needed to split it would be less energy than lifting both LH&LOX to Moon- or even lift it from Earth to L-1.
But like I said it's not about comparing energy, because lifting anything from Earth unless one lowers launch costs by factor 10 to 100 is not about the cost of rocket fuel [the form of energy used]. Instead ask yourself how much it would cost for NASA to ship something to L-1 or lunar surface, how much would cost the Russians, or how much would private sector charge? Roughly the best price is about $5000 per lb to L-1 & about $10,000 per lb to Lunar surface [and if NASA doing it, it's at least double this cost]. For making lunar rocket fuel, commerically you need to be able to make rocket fuel for less than $10,000 per lb. The main problem is the requirement for lots of volume to paid for capital cost of the business, in order to increase volume lunar rocket fuel will require at some point to sell to L-1, not just the Lunar surface, so unless you going have mass driver getting stuff off the Moon at lower cost in terms rocket fuel, instead charging $10,000 you need to target price of around $2000 (you might charge $2000 to party buying large volumes of rocket to ship to L-1 plus giving you a discount for your use of rocket fuel at L-1 [because you need to ship more stuff to the Moon, especially if you want to increase production levels] and charge other users of less volume bought and not a steady customer a higher price for fuel at lunar surface, say 5,000 per lb- though evenually with free market forces it will lower lunar surface prices to reflect truer costs & assuming demand increases.)
