Could the wind tunnel be turned into a National Historical Site, and if so, would that bring in the money and resources needed to make it operational again?

I agree with you that actual physical testing in the real world is the only definitive way to go. That's one likely reason Apollo succeeded as well as they did, because they didn't have fancy computers back then.
