I would have thought the Mk-54 was an implosion type fission weapon with maybe a polonium initiator. Normally you need the tritium for boasted fission to drive a thermonuclear secondary stage. However it's possible they included tritium in the Mk-54 to reduce the amount of uralloy and the corresponding mass of the weapon. On the other hand, tritium is really nasty stuff. From a safety standpoint, you don't want your own troops handling something that could be outgassing tritium.
