Then build a refinery and expose the shell game.

3 billion to build a refinery is a pittance in our capitalistic society...Its less than half the cost to build a new casino and hotel complex in Las Vegas.

If there is profit in building it, then someone would have already built it.

To bad our government has more favorable incentives for building casinos than it has for building oil refineries.
