New Orleans: Time to pull up stakes?

A short geographical history of New Orleans can be found here.

Question for the group: Is this city salvagable in its present location? What about next time?

I see only two possibilities:

Either the levee system has to be massively upgraded to serious concrete dams or something a bit better than what are basically dirt hills...

Or the city is going to have to be relocated. Disassembled piece by historic piece and rebuilt like Abu Simbel on higher ground. Don't ask me where--I don't know the area that well.

Both concepts will cost billions, but rebuilding a flooded city two or three times over the next fifty years ain't going to be cheap either. And the latter will also cost lives.
