Any progress is better than no effort at all.

If genuine flood planning had been begun, including restoration of natural barriers and reinforcement of manmade ones, things could have been different. But be that as it may...

If there is to be a rebuild, this plan needs to be looked at again as part of the natural defenses that the region could have restored.
