Of course, if a country as large as the USA WANTS to rebuild N'Orleans, it can. It will just cost a bit and be vulnerable, unless a lot of effort is spent on building-up the ground, as was done for Galveston after the 1900 hurricane and storm surge.

At the same time, all the other coastal communities need the same things doing, or there will be another Biloxi:-
