Now, we don't know how many shots were fired, or who fired them- but we'll blame all those poor 'uncivilized' folks stuck in NOLA.

Yes, where the evacuation was the following plan:

"All of you folks who own a car large enough to transport your whole family, and who are all healthy enough to make the trip- you get in your cars and drive somewhere else."

Everyone too poor or infirm can just stay behind and die. You're too 'uncivilized'.

Of course, there are thugs in every collection of people. Of course, the thugs will come crawling out of the woodwork when given the chance. There are thugs everwhere, of all different status levels.

But lets not blame the victims for the thugs among them, preying upon them.

That would be the very essence of uncivilized.
