I can see your attempt at humor based on "B52", but actually that section seems like the right formula for getting the job done. If military patrols included just one local law enforcement officer it'd seriously multiply the effectiveness of the locals. (Allowed by "Providing security and escort for emergency personnel and equipment" and "Transporting law enforcement personnel.") The law prohibits the military from being under the command of local law enforcement, but we can trust them to act as a team to do the right thing. The soldiers can turn over any prisoners to the local cop for booking, ensuring that the legal niceties are (approximately) taken care of.
The linked blog mentions rumors of martial law, and that hardly seems inappropriate under the circumstances. I'd like to see Bush declare martial law ASAP. Some anti-government loons at both extremes of the political spectrum may start frothing about how that's only the beginning, but who cares? Christ, this is what we pay taxes for--let's get on with it!
