I found that story to be a cause for optimism, Tom: Civilization is spontaneously reassembling itself. We may see in a matter of weeks a recapitulation of the history of civilization. It starts with individuals and familiies, meeting up and forming small tribes of hunter-gatherers, coalescing into clans and rooting in villages (as that NO neighborhood may reform from tribes and individuals there), and eventually restoration of a city government and all the services that hold a civilization together. When New Orleans comes back online, it'll plug into its familiar socket in the city/state/Federal hierarchy, and that wound in our civilization will be healed.
Take heart, Tom, it's like the first green shoots appearing at the end of winter.
