I hate to sound like a skeptic, but when will the terrorist attacks simmer down?

All of these captures may be moves in the right direction, but we still do not seem to have made a real dent in the terrorist organization. The rate of attacks does not seem to be undergoing a secular, irreversible decline. The reason is simple: The ordinary Iraqi-in-the-street is afraid to turn in his local terrorist cell because he fears retribution. These terrorists could not possibly be doing all that they do without being plenty visible to the ordinary Iraqi-in-the-street. The strange comings-and-goings at all hours, the mysterious cargos, the disreputable visitors -- all of these must be conspicuous to the neighbors. Yet the Iraqi population is still too intimidated to turn these guys in. Until something is done about this situation, the war will NOT be won by the Good Guys.
