We face terrorists. We aim to decrease their ability to commit acts of terrorism. Large numbers of acts of terrorism (which it is our goal to prevent) means that we are not yet succeeding. Decreasing numbers of acts, mean we are succeding. No acts mean we have succeeded.

What else?
