This is the most dangerous defense of inadequacy I have ever heard

"I can't do my job competently as defined because I don't have absolute power"

No, sorry- sell that elsewhere. Souds like to me a thinly disguised argument for totalitarianism. Many a dictator rose to power on the promise that the trains would run on time if they 'just had the authority'.

FEMA has done its job many times in the past without 'owning' everyone and everything. DHS was organized, in part, so that we could be prepared for 'higher order' tragedies- such as nuclear weapons smuggled in and detonated.

Not being Dictator is not an argument for not doing the job that you were developed to do, in a egalitarian state.

Not being a Dictator is not a defense for not knowing the basic facts on the ground days after events have transpired. (despite your argument that MAJOR media coverage is needed for FEMA to be informed of them).

Not being a Dictator is not a reason. Period.
