Space is about far more than just exploring.

There will come a day (many centuries from now perhaps) when there will be more people living in space than are living on Earth. I envision vast numbers of massive space colonies spread throughout the solar system. The Moon, Mars, asteroids, and the outer moons will be used to mine the resources needed to build and sustain those colonies. We need a workhorse craft to begin the building process.

Use a CXV type design as a cheap means of carrying people and basic supplies to and from LEO, but then build a more substantial vehicle for space operations

A base model CEV with habitation module

A CEV assisting a lunar survey team.

A CEV next to a shuttle. Only two shuttle flights are required to launch all components (minus mission module) for a CEV. These modular components are then assembled at an orbital spacedock.
